4. Appeals Process If your initial challenge is not successful, you can appeal further:

  • Initial Representation: Submit your challenge within 28 days from the issue date of the PCN. You’ll receive a notice of acceptance or rejection. Late challenges may not be considered.
  • Formal Appeal: If your challenge is rejected, you can appeal to an independent adjudicator at the first-tier tribunal for transport appeals. Details on how to appeal will be provided in the notice of rejection.

If the adjudicator supports your appeal, the penalty will be cancelled. If not, you’ll be required to pay the full penalty amount.
