How to Appeal Oxford's zero emission zone PCN

If you have received a Penalty Charge Notice (PCN) for entering Oxford’s Zero Emission Zone and believe it was issued in error, you have the right to contest it. Here’s a guide on how to appeal:

Deadline for Making a Challenge

You have 28 days from receiving the PCN to either pay the fine or make a formal challenge. The date of service is considered two working days after the post date on the PCN, excluding weekends and Bank Holidays.

If you pay within 14 days of the service date, you can benefit from a 50% discount on the £60 fine, reducing it to £30. Be mindful that once you pay the fine, you cannot contest the PCN, so only pay if you are not planning to challenge it.
